The federal government will appoint David Johnston as an independent special rapporteur. This is one of the measures to combat foreign interference.
Johnston is an accomplished Canadian civil servant and law professor. He served as Canada's 28th Governor General from 2010 to 2017, playing an important role in establishing democracy in Canada.
Prior to his appointment as Governor General, Johnston has been a law professor for 45 years. He used to express publicly his perspective about Canada's democratic institutions. The professor has been a chairman or served in many provincial and federal groups and committees and in boards of more than a dozen public companies.
In his new role as an independent special rapporteur, David Johnston will have broad authority to investigate foreign interference in federal elections and make expert recommendations how to protect democracy and maintain Canadians' confidence in it. The Government of Canada will implement his public recommendations, that could include a formal investigation, judicial review or other independent review process.
