Canada imposes additional sanctions on some Russians

The new list includes propagandists and the media.

Canadian Foreign Minister Melanie Joly announced new personal sanctions on 9 individuals and 6 entities from Russia.

It includes 9 people who directly contribute to the continuation of Russia's war of conquest against Ukraine by participating in disinformation and military propaganda:

  • Igor Sergeyevich Ivanov (President of the Russian International Affairs Council);
  • Ivan Nikolaevich Timofeev (Director General of the Russian International Affairs Council, Program Director of the Valdai Club);
  • Alexander Oganovich Chubaryan (historian, member of the Russian Council on Foreign Affairs, trustee of Russian presidential candidate Vladimir Putin in the 2018 elections, one of the authors of the new textbook "General History" for grades 10 and 11);
  • Alexander Evgenyevich Konkov (political scientist, member of the board of the Russian Association of Political Science);
  • Andrei Mikhailovich Ilnitsky (Advisor to the Minister of Defense of the Russian Federation);
  • Dmitry Vyacheslavovich Suslov (political scientist, deputy director of research programs of the Council on Foreign and Defense Policy, former program director of the Valdai Club, host of the socio-political talk show "Big Game" on Channel One Russia or Pervy kanal);
  • Andrey Andreyevich Sushentsov (political scientist, member of the Working Group on the Future of U.S.-Russia Relations, commentator on foreign and international policy issues for Russian media, including Channel One, Rossiya 24, Kommersant, Vedomosti, RBC, Izvestia);
  • Oleg Nikolaevich Barabanov (historian and political scientist, professor, program director of the Valdai International Discussion Club);
  • Sarah Lvovna Shore (known as singer Jasmine, took part in the "Za Rossiyu" Marathon in 2022 in support of Russia's attack on Ukraine).

Canada is also imposing sanctions against 6 disinformation organizations that are either directly funded by the State or receive funding through government grants. They are being sanctioned because, along with the aforementioned individuals, they are part of an organized network to spread propaganda under the guise of expert opinion. Here is the list of legal entities:

  • Center for Socially Conservative Policy (established in 2005 as a center for developing the position of the parliamentary majority party — United Russia — on key issues of the country's socio-economic development);
  • Institute of State and Law of the Russian Academy of Sciences (the largest scientific legal center of the Russian Federation);
  • Russia Beyond (a project of ANO TV-Novosti, which is funded by Rossiyskaya Gazeta, which in turn is funded by the Russian Government);
  • Izvestia newspaper (owned by the National Media Group media holding founded by billionaire Alexei Mordashov and managed by Alina Maratovna Kabaeva);
  • "Parlamentskaya Gazeta" (official publisher of federal constitutional laws, federal laws and acts of the chambers of the Federal Assembly);
  • "REN TV" (Russian federal TV channel, main shareholder — "National Media Group").

Canada officially interprets the activities of all of these individuals and organizations as an attempt to legitimize Russia's unjustified violation of Ukraine's sovereignty and territorial integrity.

Joly, as a state official, condemned the use of propaganda to justify the war of aggression launched by Russia. She also once again called for its end:
