Immigration to Quebec for self-employed workers

People who want to move to Quebec and work as self-employed can get a residence permit through the Self-Employed Worker program.

The Self-Employed Worker program (Program des travailleurs autonomes) of the province of Quebec is intended for self-employed candidates with a significant net worth.

Eligibility

To immigrate to Quebec through the program, you must:

  • come to Quebec to work as a self-employed or to do business, alone or with other applicants, with or without assistants;
  • make a start-up deposit with a financial institution in Quebec:
    • CA$50,000 to work in Montreal or its suburbs;
    • CA$25,000 to work in other cities in the province;
  • have a net worth of at least CA$100,000;
  • have 2 years of experience as a self-employed person within the last 5 years;
  • have oral French proficiency at a minimum of level 7 on the Quebec language assessment scale for foreigners (upper-intermediate);
  • obtain an attestation of learning about democratic values and Quebec values expressed by the Charter of Human Rights and Freedoms.

The application process for the Self-Employed Worker program is described on the official website of the province of Quebec.

Canada also has a federal Self-employed Persons program, which requires no capital or deposit. It allows you to settle in any province except Quebec.
