Immigration to the Province of Quebec
You can immigrate to Canada through the French-speaking province of Quebec, which has its own special immigration system.
Quebec is the largest Canadian province with a population of more than 8 million people. It is called "the beautiful province" and "the Europe of North America" for its cultural diversity and beautiful nature. Quebec is the only Canadian province with French as the only official language. Quebec City, the capital of Quebec, has a population of 530,000, and Montreal, the largest city, has almost 2 million people.
Quebec has its own immigration system. The governments of Quebec and Canada have entered into a series of agreements under which Quebec establishes its own criteria for selecting immigrants.
There are several immigration programs in Quebec.
Skilled workers
The Quebec Skilled Worker Program (or Regular Skilled Worker Program) is for people who intend to live in Quebec. Candidates are selected through a special system Arrima.
Quebec experience program
The Quebec experience program (program de l'expérience Québécoise, PEQ) is a simplified program for foreigners working temporarily in Quebec and for graduates of Quebec universities. It includes the following streams:
- Temporary Foreign Worker stream is for those who work in Quebec and have a high French proficiency;
- Quebec Graduate is for graduates of Quebec universities and colleges who have a high French proficiency.
In 2021, Quebec has also launched three immigration pilots for candidates of in-demand occupations who work in the province. Applications will be accepted until January 1, 2026.
- immigration pilot for food workers;
- immigration pilot for orderlies;
- immigration pilot for specialists in artificial intelligence, information technology and visual effects.
Business Immigration
- Entrepreneur Program for candidates who are planning to create or purchase a business in Quebec;
- Immigrant Investor Program is for those who want to invest in the Quebec economy (the program is suspended);
- Self-Employed Worker Program is for candidates who are interested in coming to Quebec and working as self-employed.
