Immigration to Quebec through the Regular Skilled Worker Program
Candidates who want to settle in Quebec can take advantage of the Regular Skilled Worker Program.
The issuance of invitations under the stream is suspended until June 30, 2025
The Regular Skilled Worker Program (Program régulier des travailleurs qualifiés) is a Quebec program for skilled professionals and students who intend to live in the province.
Eligibility
Candidates wishing to immigrate through the Regular Skilled Worker Program must meet the following requirements:
- be 18 years of age or older;
- intend to live and work in the province of Quebec;
- have spoken French proficiency at level 7 on the Quebec assessment scale (upper-intermediate);
- obtain an attestation of learning about democratic values and the Quebec values expressed by the Charter of Human Rights and Freedoms;
- score a minimum of 50 points (for a single applicant) or 59 points (for an applicant and spouse) on the applicant evaluation system (see below).
If the candidate has a job offer in Quebec, there is a chance of receiving an invitation without a proven level of French.
Application and evaluation of candidates
To apply for the program, the candidate must score 50 or 59 points on the evaluation system. The maximum number of points is 103 for a single applicant and 120 for spouses. Points are awarded based on the following factors:
1. Education — up to 26 points:
- high school education — 2 points;
- bachelor's degree — 10 points;
- master's degree — 12 points;
- PhD — 14 points.
In addition, the field of education according to list of educational areas is assessed — up to 12 points.
2. Work experience — up to 8 points:
- 6 to 23 months — 4 points;
- 24 to 47 months — 6 points;
- 48 months or more — 8 points.
Work experience of less than 6 months is not evaluated.

3. Age — up to 16 points. Candidates from 18 to 35 years of age get the maximum points, then the points decrease. Candidates older than 43 years do not get points.
4. Language ability — up to 22 points. Each skill (speaking, listening, reading, writing) is assessed, with more points being awarded for speaking and listening than for reading and writing. Also, the number of points depends on the language:
- French — up to 16 points;
- English — up to 6 points.
5. Ties to Quebec — up to 8 points. Points can be earned for studying or working in the province, as well as for having relatives there.
6. Spouse factors — up to 17 points. The spouse of the principal applicant is scored on the same factors listed above.
7. Job offer — up to 14 points:
- the employer is located in Montreal — 8 points;
- the employer is outside of Montreal — 10 to 14 points.
8. Children — up to 8 points:
- children under the age of 12 — 4 points each;
- children over the age of 12 — 2 points each.
9. Financial self-sufficiency — 1 point.
Candidates who achieve the required number of points must create a profile on the provincial portal Arrima. In this system, they will be evaluated in a different way, but for similar factors:
- education;
- work experience;
- age;
- French and English language skills;
- job offer in Quebec, etc.
Candidates who meet the conditions of the program and score the highest points in the Arrima system receive a Quebec selection certificate and apply for permanent residency.
