Arrima is the immigration system for Quebec

To assess immigration candidates, Quebec uses the Arrima expression of interest system.

Arrima is a system for evaluating and selecting candidates for immigration to the province of Quebec. It's similar to the federal Express Entry system. Potential candidates submit their applications online and enter a pool. Winners are determined based on the number of points they score.

How the Arrima System Works

Immigration through Quebec programs that use Arrima happens in several stages:
  1. The candidate fills out an expression of interest form on the online portal.
  2. They receive points for human capital criteria and alignment with Quebec labor market needs.
  3. Those with the highest scores receive invitations.
  4. Selected candidates have 90 days to apply for a Quebec Selection Certificate (CSQ).
  5. After that, they can submit documents for permanent residence.

Immigration Programs Through Arrima

As of November 29, 2024, the Skilled Worker Selection Program (PSTQ) operates through the Arrima system, replacing the former Regular Skilled Worker Program (PRTQ).

The PSTQ program includes 4 streams:

  • Stream 1 — highly skilled and specialized skills (FEER categories 0, 1, 2)
  • Stream 2 — intermediate and manual skills (FEER categories 3, 4, 5)
  • Stream 3 — regulated occupations
  • Stream 4 — exceptional talents

The Quebec Experience Program (PEQ) ended on November 19, 2025. Candidates who previously could have applied for immigration through PEQ can now submit an expression of interest through Arrima in the appropriate PSTQ program stream.

Point Allocation

The Arrima point system for the PSTQ program is divided into three categories. You can earn up to 520 points for human capital factors, up to 700 points for meeting Quebec labor market needs, and up to 180 points for adaptability factors. In total, you can score up to 1,400 points, which are awarded as follows:

Features of the Arrima System

  • The system ensures that no more than 25% of invitations in each draw can be issued to candidates from a single country.
  • Quebec aims to have 95% of economic immigrants (principal applicants) proficient in French.
  • Invitations are issued regularly to candidates who meet the selection criteria and have the highest scores in their stream.
  • An Expression of Interest is valid for one year and can be renewed.
  • Candidates who submitted or updated their Arrima profile on or after November 29, 2024, are eligible to receive invitations under the new PSTQ program.

Conclusion

The Arrima system allows Quebec to select candidates who best meet the province's needs. With the introduction of the PSTQ program in late 2024, the system has become more structured, with clear streams for different occupation categories.
