Immigration to Quebec for investors
Entrepreneurs who wish to invest in the Quebec economy can obtain permanent residency in the province through the Immigrant Investor program.
The Immigrant Investor Program (Program des investisseurs) allows candidates with substantial capital who are willing to invest in the local economy to immigrate to Quebec.
Eligibility
The following requirements must be met to apply:
- intend to live in the province of Quebec;
- have 2 or more years of business management experience within the last 5 years;
- own net assets worth at least CA$2 million;
- have at least a high school education;
- have a spoken French proficiency at level 7 or higher on the Quebec language scale for foreigners (upper-intermediate);
- sign an investment agreement with a financial intermediary (broker or trust company) authorized to participate in the Immigrant Investor Program;
- invest CA$1 million with Investissement Québec — Immigrants Investisseurs Inc. (after 5 years the amount is returned);
- make a non-refundable deposit of CA$200,000 with Investissement Québec — Immigrants Investisseurs Inc.;
- obtain an attestation of learning about democratic values and Quebec values expressed by the Charter of Human Rights and Freedoms.
Candidates are also evaluated on criteria such as age, education, and language skills.
