Canada is back to small selections in the Express Entry system

In the Express Entry selection, which took place on July 22, only 557 candidates received invitations. Why did this happen?

On July 22, 2020, Canada sent Invitations to Apply to 557 Express Entry-registered candidates.

In this selection, only candidates with a provincial nomination received invitations.

The minimum passing score on the Comprehensive Ranking System (CRS) for this selection was 687.

The provincial nomination gives an additional 600 points to the total Express Entry score, which means that candidates invited in this selection had to score only 87 points for factors such as age, English proficiency, education and others.

Recall that despite the pandemic for 2020 and 2021, Canada has set high levels of immigration for Express Entry programs. The number of immigrants in the three federal high-skilled programs is expected to rise to 85,800 this year and 88,800 in 2021, and the Express Entry-flow of provincial immigration programs is expected to rise to 67,800 in 2020 and 71,300 in 2021.

A total of 54,357 invitations for Express Entry selections have been sent since the beginning of the year.

The IRCC used the tie-break rule in the July 22 selection. This means that all candidates with a CRS score of 687 or higher who received an ITA in that selection published their profiles in the Express Entry system by 8:51:21 UTC on November 11, 2019.

Below is a hypothetical example of a candidate who would have received an ITA in the July 22 selection:

Dima and Sarah are married and 34 and 31 years old, respectively. They each have a bachelor's degree and have each taken IELTS and scored 8 on listening and 7 on reading, speaking, and writing. Sarah has worked as a computer programmer for the past three years and Dima has worked in finance for four years. Neither Dima nor Sarah have ever worked or studied in Canada. In April 2020, they posted an Express Entry profile where Sarah was the primary applicant and her CRS score was 421. On May 13, Sarah was issued a notice of interest as part of the Human Capital Priorities Stream Ontario, after which she was able to apply for a provincial nomination through the Ontario program. Sarah's score improved to 1,021 and she was invited to apply for permanent residency during the July 22 selection process.
