Proof of residency status expired: new rules

Canada has announced a course of action for those who overstay because of the pandemic.

Canada's Department of Immigration, Refugees and Citizenship has announced important changes for immigrants whose document certifying permanent resident status (COPR) has expired. On June 21, 2021, Canada allowed entry to people who obtained COPR after March 18, 2020 — that is, after the borders closed. However, if the COPR has expired during the restrictions, it is not possible to fly into Canada.

Previously, a person had to reapply for the document in this case, but because of the pandemic, the Department of Immigration has made an exception.

What do those with an expired COPR have to do?

Wait for a letter from the Department. If you intend to fly to Canada soon, please let them know in your reply letter and they will send you further instructions. Representatives have already contacted most COPR holders who were issued before March 18, 2020 and are now overdue. Important: If you do not respond to the letter, your application will be closed and you will have to reapply when you are ready to move.

Do I need to update my documents?

The Department will ask you to report any changes that happened during the pandemic. For example, you had a baby, got married, divorced, etc. If this is the case, additional documentation will be required. If any documents, such as certificates of medical examination or no criminal record, have expired, you will have to obtain new ones. But the Department of Immigration urges you not to undergo medical examinations or request any certificates in advance. If they are needed, you will be informed.

What do I do if the COPR expires soon?

The Department believes that people whose proof of status and immigrant visa are valid until October 1, 2021, have enough time to come to Canada. There may be no relief for them if their documents are overdue. The others will be contacted by representatives.

When can I fly to Canada?

Once the Department of Immigration tells you it has reissued your documents, sends you a new COPR and sets a new immigrant visa, you will be allowed to enter the country. You will also be sent all the documents you need to travel. Don't forget that Canada has arrival restrictions for those who are not vaccinated.
