Immigration to Quebec for entrepreneurs
Entrepreneurs who plan to create a business in Quebec can obtain permanent residency in the province through the Entrepreneur program.
The Entrepreneur Program (Program des entrepreneurs) of the province of Quebec allows entrepreneurs who want to start an innovative business.
Eligibility
To immigrate to Quebec through this stream, you need:
- have at least a high school education;
- settle in Quebec to open and run a business there;
- have spoken French proficiency at level 7 or higher on the Quebec language scale (upper-intermediate);
- receive a service offer from a business accelerator, incubator, or university entrepreneurship center;
- present a business plan;
- obtain an attestation of learning about democratic values and Quebec values expressed by the Charter of Human Rights and Freedoms.
How to apply
You must collect the documents and fill out the forms listed on the official Quebec website. They must be sent to the address indicated there.
