Canada's Parliament discusses changes to the Express Entry system

Canada

Perhaps candidates will begin to be selected on the basis of their profession and work experience.

On May 19, the proposed changes were presented to the Standing Committee on Immigration and Citizenship. The Department of Immigration wants to select applicants by profession, industry experience, language skills or education. Officials said it would help meet the needs of the Canadian economy quickly. An article-by-article review of the bill is set for May 30.

If the changes are approved, the Ministry of Immigration will be able to conduct targeted drawings, selecting from a pool of Express Entry Francophones or people with a medical background. It is planned that the ministry will publish information on the economic sectors selected as priorities and the selection criteria, and report regularly to parliament.

But so far, the ministry has not even roughly defined the priorities and the process for defining them. Future immigration policies are being developed in collaboration with Employment and Social Development Canada, provincial and territorial governments, and employer groups.

Parliament insists on complete transparency in the selection process: so that industries can submit official applications about which professions are needed, and a certain committee objectively evaluates which ones are more needed nationally. Otherwise, there's no way to avoid lobbying.
