Public Service Jobs in Canada

Social guarantees, benefits, working conditions.

According to PayScale, the average salary of a government employee in Canada is $76,212 CAD per year. This figure corresponds to the minimum and maximum wages listed on the official website of the Canadian government, but there is quite a bit of variation. For example, members of Parliament earn fold more.

Civil servants' salaries are indexed at the federal level every year and cannot be less than the provincial minimum wage. In addition, the Canadian government is proud of the social package it provides to most civil servants:

  • health insurance, which includes medicines, ophthalmologist, dentist, and inpatient treatment;
  • payment of certificates of incapacity for work — 15 days per year;
  • high pension;
  • death benefits;
  • two weeks of vacation pay at 4% of salary after one year of employment, three weeks of vacation pay at 6% of salary after six years of employment;
  • 11 paid days off per year during public holidays;
  • the right to paid family leave (usually three days per year);
  • the right to child or parental leave, leave for personal reasons, leave on own account;
  • a variety of continuing education courses, some of which are paid for by the state.

The Canadian government tries to create an accessible work environment for people with disabilities, for whom there are hiring quotas. There are also quotas for women, aboriginal people and visible minorities.

If a government employee is going to relocate, he or she may be transferred to one of 214 federal government agencies at more than 1,000 locations across Canada. Also, for family reasons, an employee may be transferred to a telecommuting or flexible work arrangement.

Can an immigrant become a civil servant and what skills are needed?

We wrote an article about how an immigrant woman got a job with the Canadian Department of Homeland Security. There is a special Federal Internship for Newcomers Program that helps immigrants get first a three-month paid internship and then a job at a government agency.

The candidate must be a permanent resident or a Canadian citizen and know one of the national languages, English or French, at CLB 7. The other requirements depend on the specific position and workplace. It should not be forgotten that any government office needs support staff: housekeepers, electricians, plumbers, cleaners, drivers, health and safety officers, etc.

So, which sectors of the economy are funded by the Canadian budget?

National Research Council and other research institutions, such as the Statistical Office. Organizations related to health care, ecology, environmental management, and agriculture also employ many researchers in a variety of fields. There is a special program for Canadian university students who can conduct research at government institutions and get a job there after graduation.

There are also positions that do not require any special skills other than fluency in the language. You don't have to have a college degree to conduct telephone interviews.

Financial departments, such as the Internal Revenue Service. These organizations employ not only economists, but also many clerks. In addition, every government agency has its own accounting department.

Law enforcement agencies. These are the Royal Canadian Mounted Police and the provincial police, the Correctional Service, and investigative agencies. Read how to become a police officer in Canada and how much you can earn by policing. Currently, the Royal Canadian Mounted Police say they need 1,700 new recruits each year. In addition to police officers, civil servants are also needed: administrative officers, medics, psychologists, clerks, IT specialists, and consultants in various fields of criminology.

A special mention should be made of Crown corporations, that report to the federal or provincial parliament. These are organizations that the government sees fit to control or sponsor, such as the Canadian National Railway Company.

Employees of such companies are subject to the federal minimum wage and many benefits for government employees. But you must apply for a job there in other ways than through the Federal Internship for Newcomers Program.
