Immigration, Refugees and Citizenship Canada has clarified the rules for entry on a student permits

The clarifications apply to changing universities or programs.

Canada has introduced amendments to its immigration laws. They deal with the nuances of entering the country on a study permits and clarify the previously ambiguous clause on changing an educational institution or program of study at the same educational institution.

IRCC has reminded border officials that students must notify the Canadian side well in advance. Every student who changes universities or colleges must apply for a new study permit if they change their designated institution before traveling to Canada.

Incoming international students themselves should be more careful with their documents. In circumstances where they arrive in Canada with an irrelevant letter of admission (from a different institution than the one they are to study at), it is up to the discretion of the border officer to review the foreign national's study permit.
