Student Visa to Canada
In 2025, the Canadian government made significant changes to the international student program. A limit on study permits has been set — 437,000 student visas are planned to be issued, which is 10% less compared to 2024. This measure aims to reduce the burden on housing, healthcare, and other services.
An important innovation in 2025 is the mandatory obtainment of a Provincial Attestation Letter (PAL) or Territorial Attestation Letter (TAL) for most students, including master's and doctoral students. Previously, graduate and doctoral students were exempt from this requirement. Only elementary and secondary school students, certain priority groups of the Canadian government, and exchange students are exempt from submitting PAL/TAL.
