Quebec does not want to be a gateway for immigrants
Graduates of some of the local universities were deprived of the right to permanent residency.
On June 7, 2022, Immigration Canada announced restrictions on access to graduate work permits for graduates of private institutions in Quebec. Only graduates of publicly subsidized post-secondary institutions will be able to stay in Canada after graduation. The restriction will take effect on September 1, 2023.
We already wrote about the scandal involving private college students in Quebec who lost a lot of money and are still trying to get justice. With the restriction imposed, the Quebec government wants to avoid a repetition of such situations.
"It is important to take measures to protect the integrity of our immigration programs, which should facilitate a sustainable integration in Quebec society. These adjustments will help attract foreign students to study in all regions of Quebec and ensure that Quebec is not used as a gateway to settlement in other provinces," Jean Boullée, Quebec Minister of Employment and Social Solidarity, Minister of Immigration, Francization and Integration.
Not every educational institution in Canada issues a diploma, after which you can stay in the country, in other provinces such restrictions existed before. A complete list of universities accredited to admit international students can be found on the official Canadian government website.
