Immigrant investors in Quebec will receive work permits

The province has entered into an agreement with the federal government.

Quebec has made changes to the immigration program for investors. On January 1, 2024, a new agreement between the federal and provincial governments will come into force: the parties are represented by Canadian Immigration Minister Marc Miller and Quebec's Minister of Immigration, Franchization and Integration Christine Fréchette.

Under the agreement, selected investor candidates are eligible to apply for an open work permit. It can be obtained for themselves and for accompanying family members.

The application for a work permit must be submitted within 6 months from the date of the letter from the province.

Within 2 years of the issuance of a work permit, the investor must have lived in Quebec for at least 12 months. At the end of the 12-month period, you must send the Ministry of Finance the documents proving your stay in Quebec.

The Investor Program is one of the three streams of business immigration to the province of Quebec. It is designed for candidates who can invest CA$ 1.2 million or more in the province's economy over 5 years. You can read more about the other programs for entrepreneurs and skilled workers here.
