New immigration selection in Ontario: medical professionals and educators invited again

The province conducted targeted selections for medical workers, educators, and other in-demand professions.

On October 9, 2025, the province of Ontario conducted a series of targeted immigration draws through the OINP program in the Employer Job Offer streams. The draws were held for foreign workers, Canadian university graduates, and in-demand professionals.

A total of 1,680 invitations were issued. Profiles created between July 2 and October 9, 2025, were considered. The main focus was on candidates from healthcare, early childhood education, and those living in regions participating in the REDI (Regional Economic Development through Immigration) initiative.

Foreign Worker Stream

The foreign worker stream held two separate draws:

  • 24 invitations went to candidates with scores of 51 and above living in REDI program regions;
  • 671 invitations were issued to candidates with scores of 38 and above working in healthcare and early childhood education.

International Student Stream

The international student stream also held two targeted draws:

  • 53 invitations went to candidates with scores of 75 and above under the REDI program;
  • 757 invitations were issued to candidates with scores of 56 and above working in healthcare and early childhood education.

In-Demand Skills Stream

Under the In-Demand Skills stream, invitations went to candidates with job offers in Ontario for occupations experiencing labor shortages. This draw also consisted of two categories:

  • 13 invitations with scores of 33 and above for REDI program participants;
  • 162 invitations with scores of 31 and above for healthcare professionals.

Draw Occupations

The October 9 draw considered candidates with job offers in priority occupations. The main focus was on healthcare, early childhood education, social work, engineering, accounting, marketing, and agriculture sectors.

For example, invitations went to professionals with experience in the following areas:

  • doctors and nurses;
  • early childhood educators;
  • social workers;
  • engineers and technicians;
  • accountants and finance specialists;
  • managers and administrators;
  • care and service workers.

Who Can Apply

Only candidates who received an invitation on October 9, 2025, can submit an application. Employers must submit their job approval application through the Employer Portal within 14 calendar days of receiving notification. After that, the candidate submits their own application and pays the fee.

Starting July 2, 2025, all job approval applications for Employer Job Offer streams are submitted through the new portal. Only candidates whose employers have processed their offer through the system and who have successfully registered an EOI profile receive invitations.

Context and Previous Draws

In September, Ontario already conducted large targeted draws:

  • September 2 — healthcare and early childhood education professionals received invitations — 2,643 candidates;
  • September 3 — invitations were sent to representatives of other priority occupations — 1,893 candidates.
