Quebec has presented a plan to reduce immigration for 2026-2029.
Officials are discussing reducing quotas, launching a new selection program, and suspending several initiatives.
On June 5, 2025, the Quebec government launched public consultations on multi-year immigration planning for 2026-2029. Jean-François Roberge, Minister of Immigration, Francization and Integration, presented proposals to the National Assembly that include reducing both temporary and permanent immigration, changing priorities in candidate selection, and suspending several programs.
Reducing Temporary Immigration
For the first time, Quebec plans to introduce quantitative targets for temporary immigration. The government proposes a responsible reduction in the number of temporary permits for:
- Temporary foreign worker program;
- International student program.
According to the plan, by 2029, the number of permit holders in these two categories should decrease by about 13% compared to 2024. This step is explained by the need to reduce the burden on reception and integration infrastructure while considering regional labor needs.
Plans to Reduce Permanent Immigration by 2029
The Quebec government presented three possible options for annual permanent immigrant admission quotas from 2026 to 2029. These are not final decisions, but proposals for public discussion:
- 25,000 people per year — a 50% reduction compared to the 2019-2024 average;
- 35,000 people per year — a 30% reduction;
- 45,000 people per year — a 10% reduction.
These scenarios reflect different approaches to balancing the province's integration capabilities and economic needs. The least significant reduction — to 45,000 people — will maintain almost the current immigration level, while the strictest option of 25,000 implies a significant restriction on the influx of new permanent residents.
Which scenario will be adopted is yet unknown — the decision will be made later, based on the results of public consultations that started on June 5, 2025.
Regardless of the numerical level, the government plans to prioritize candidates who:
- are already in Quebec;
- speak French;
- meet labor market needs, especially in the regions.
Launch of a New Skilled Worker Program
From July 2025, Quebec will start sending invitations to apply for permanent selection under the new Skilled Worker Selection Program (PSTQ). This program replaced the Regular Skilled Worker Program (PRTQ) cancelled in November 2024.

The first invitations will go to individuals already in Quebec, especially those with work or study experience in the province's regions. Mandatory criteria include French language proficiency and working in a profession that helps reduce labor shortages. Additionally, people with exceptional talents will be among the priority candidates.
Suspension of Applications for the Quebec Experience Program (PEQ)
The Ministry also published two new orders limiting application intake for the Quebec Experience Program (PEQ):
- Applications for the Quebec Graduate stream are suspended until November 30, 2025 (extending the previous measure);
- From June 5, 2025, applications for the Skilled Worker stream with Quebec work experience are also suspended until November 30, 2025.
Applications submitted before the suspension takes effect will be processed as usual. The restrictions do not apply to applications for including family members.
Suspension of Applications for Collective Refugee Sponsorship
The intake of new applications for commitments under the Collective Sponsorship Program for refugees abroad is suspended until December 31, 2027. The reason is the rapid increase in asylum seekers and recognized refugees. Authorities state their intention to focus on integrating those already in the province.
What Will Happen to Previously Submitted Immigration Applications in Quebec
- Applications submitted before the PRTQ program was cancelled (before November 29, 2024) will continue to be processed under the previous conditions.
- All previously submitted applications for PEQ and collective sponsorship programs that meet the requirements will remain in processing.
- The suspension of applications does not apply to adding family members.
Candidates already selected by Quebec can continue the immigration process and obtain permanent resident status.
When Will Quebec Make a Final Decision on Immigration Quotas
The results of public consultations will influence the final formation of the multi-year immigration plan. The new model should consider both the province's integration capabilities and regional labor market needs. Decisions on quotas and programs are expected to be made by the end of 2025.
