Immigration pilots for home child care providers  and home support workers

Nannies and caregivers can immigrate to Canada with their family. The requirements and conditions of the programs are very simple and attractive.

Canada has two pilots called Home Child Care Provider Pilot (for nannies) and Home Support Worker Pilot (for caregivers). They function similarly and are divided into two categories.

First, nannies/caregivers receive a work visa to Canada. After 1 year of work, they can obtain permanent residency in the country.

Gaining experience category

The Gaining experience category is for nannies and carers with no Canadian work experience or with less than 1 year of Canadian work experience. Participants in this category must meet the following requirements:

  • get a full-time job offer from a Canadian family as a nanny (excluding foster parents) or caregiver (excluding housekeepers) outside the province of Quebec;
  • be able to do the job offered: when reviewing your application, the officer will use any past experience or training you have to decide if you can do the job;
  • have proficiency in English or French at level 5 on the Canadian CLB scale;
  • have at least one year of post-secondary education.

If the candidate meets the requirements, they will receive an occupation-restricted open work visa. Within 3 years, you will need to gain 1 year of experience to apply for permanent residency in the future.

Direct to permanent residence category

The Direct to permanent residence category is for nannies and carers who have already worked in Canada for 1 year and are eligible for permanent residency. They need to meet the following requirements:

  • have 1 year of work experience in Canada within the last 3 years;
  • have proficiency in English or French at level 5 on the Canadian CLB scale;
  • have at least one year of post-secondary education.

Advantages

Immigration programs for nannies and caregivers have several advantages.

— Open work permits that are tied to a specialty and not tied to an employer. This means that nannies and caregivers can change employers.

— Open work permits for spouses/partners and study permits for children, that allow families of nannies and caregivers to come to Canada with them.

— A clear transition from temporary residence to permanent residence to ensure that once the nanny/caregiver meets the requirements of the program, they can quickly obtain Canadian permanent residency.

— As nanny/caregiver receives an open work permit tied to their specialty, the employer will not have to complete a labour market impact assessment (LMIA) to hire a foreign worker. This will greatly simplify the immigration process.

How programs work

Immigration under these programs occurs in two stages.

First, the candidate finds a job and applies for the Gaining experience category. At the same time, applications for a work and study permit for the family can be submitted. The applicant obtains a work permit to gain the experience necessary to obtain PR. The spouse/partner and children of the nanny/caregiver receive open work or study permits.

After 1 year of work in the occupation, the candidate applies for the Direct to permanent residence category. Immigration officers will review the application for permanent residency and make a decision.
